1) The real thesis of "A Modest Proposal" is that many incredibly foolish (and possibly evil) plans have been suggested, that only benefit the wealthy and screw over the poor. He also has a sub-thesis that the rich constantly benefit from the suffering of the poor.
2) Swift does surprisingly present a possible solution to the issue when he talks about breeders. In an Ironic way, he suggests that they "STOP BREEDING!"
3) I believe satire is an effective technique in this situation. Swift's proposal is so ludicrous only the insane would take it seriously. However, if a proposal similar to this were presented in today's society, it would not be effective at all, because many would take it waaaay to seriously.
